1) Department of Air Transport:

    Department of Air Transport, has a responsibility to ensure development of air transport in Dubai, in keeping with the policy of the Government.
    It also plays a key role, in effectively dealing with changing aviation environment and preparing to administer the changes with the objective of sustaining, Hub Status for Dubai.
    This department manages landing approvals, at both Dubai International Airport and Al Maktoum International Airport, in conformity with Air Service Agreements.

2) Department of International Government Affairs:

    This department plays a key role by preparing the ground work for conducting negotiations for Air Service Agreements, by establishing links with other states and provides a necessary platform for the successful implementation, of an International Air Transport System.
    The department also serves as a point of contact for international and national aviation authorities and looks after aero-political rights of Dubai.

3) Department of Finance and Administration:

    This department is responsible for initiating and implementing the financial management processes, the internal and external financial control systems and procedures and the provision of financial information support for decision-making, in line with the DCAA business plan.
    As for the administration aspect of the department, they focus on Human Resource issues. They assist in the attraction and deployment of employees in DCAA. Furthermore, this department has the role of developing and implementing training methodologies that develop employee competencies, so as to improve the performance of an individual employee, in his/her current job.

4) Department of Aviation Security Standards:

    This department was established to ensure the enactment of the terms of law No. 21 of 2007, in terms of Aviation Security within the state of Dubai, in compliance with the Standards and Recommended practices of Annex 17 (Security) of the International Civil Aviation Organization (Chicago Convention, 1944) and to oversee compliance with the provisions of the National Civil Aviation Security program of the United Arab Emirates. The main role of the department is to monitor, inspect, audit and advice the security apparatus in Dubai Airports, in order to ensure compliance with the aforementioned documents.

5) Department of Standards and Regulations:

    The Directorate of Standards and Regulations is under a full time Director and consists of three divisions, each headed by a Senior Manager.
    Airport Certification Division is responsible for ensuring regulatory compliance of design, construction and operations in all airports in the Emirate of Dubai.
    Safety Oversight Division is responsible for ensuring implementation of current safety standards for all aviation activities, in the Emirate of Dubai.
    Procedure Design and Obstacle Control Division is responsible for Dubai airspace and control of obstacles to aviation in the Emirate of Dubai.
