The Dubai Civil Aviation Authority (DCAA) was established in 2007 pursuant to Law No. 21 of 2007, as the successor to the Department of Civil Aviation that was established on 18th March 1971.
The Department of Civil Aviation was established in 1971, inter alia, to oversee, under the direction of the Ruler of the Emirate of Dubai, all civil aviation matters and to implement the laws and regulations in Dubai on the said matters and supervise the implementation of the convention on the management of Dubai International Airport between Government of Dubai and I.A.L.
At DCAA, we are driven by the vision of our Ruler His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai to make Dubai the Airport of the World, guided under the leadership of His Highness Sheikh Ahmed bin Saeed Al Maktoum, The President of DCAA.
DCAA has adopted the Dubai Strategy 2021 that established a clear route towards a smart and sustainable city, which occupies a leading status on the global economy map under the patronage of its leaders whose first concern is the prosperity of the individuals and solidarity of the community, and cascading this vision on our objectives to achieve it throughout the aviation sector. Dubai Civil Aviation Authority has set a clear strategy that supports the unified vision, which enhances Dubai’s’ position at the international level, a culture of constant compliance with the requirements of safety, security, environment, and social responsibility. In addition, the Authority’s strategy has focused on strengthening correlations with its strategic partners, especially the regional and international aviation organizations through cooperation and supporting the aviation industry to maintain a sustainable growth. The strategy is also focused on achieving sustainability, adhering to social responsibility, supporting and enhancing the sector growth, enabling capacity and building relationships, enhancing and developing human capital, and developing our services to achieve customer happiness.
DCAA considers that civil aviation is an essential part of our society’s progress and had a direct influence on the Dubai’s Gross Domestic Product. Therefore we, together with our partners, aspire to support and develop the aviation sector in the Emirate of Dubai.
Our strategy has also enhanced the cooperation with all civil aviation-related entities in Dubai and with the State entities at both local and federal levels and the private sector. The Authority has experienced and qualified workforce committed to achieve the objectives of the Emirate of Dubai and the United Arab Emirate.
DCAA has promptly coped with the significant milestones to be reached by the Government of Dubai, such as, the Emirate of Dubai winning to host Expo 2020, and the Dubai Government declaration of the expansion plan of Al Maktoum International Airport in Dubai as part of aviation strategy post 2020 represented by civil aviation plans in Dubai up to the year 2050. Such challenges present a strong incentive for the Authority to achieve its vision to make Dubai the Airport of the World.
